Somalia: High-Ranking ISIS Commander Surrenders to Puntland Defense Forces

GAROWE, Somalia — Puntland forces on Tuesday announced that a high-ranking member of the Islamic State (IS) faction in the northeastern region of Bari surrendered to them amid a military offensive, marking another significant blow to the group's power and presence in the Al-Miskaad mountains.

The militant, identified as Abdirahman Shirwac known as [Laahoor], was the head of ISIS's assassination wing. He surrendered to Puntland counterterrorism forces in the Unuun area near the coastal city of Qandala, according to the mayor.

The ongoing operation is an intensified campaign against ISIS in the Al-Miskaad mountains by Puntland troops with the support of U.S. airstrikes aimed at disrupting the group's command structure. The February 1 airstrikes by the U.S. military killed top commanders, including an attack planner, according to Trump.

A spokesperson for the Puntland Security Forces confirmed that Laahoor's capture would severely hamper ISIS's ability to carry out attacks. "This is a strategic victory in our fight against terrorism," he said.

The Islamic State in Somalia has been expanding its influence, particularly in Puntland, where it has clashed with both local forces and its rival, al-Shabaab. The group has been noted for its use of sophisticated methods, including drone surveillance and targeted assassinations.

The U.S. military has been supporting Somali forces with intelligence and air support, with recent operations aimed at dismantling ISIS leadership. The capture of Laahoor follows a series of successful operations that have included the seizure of ISIS-held territories and the disruption of their financial networks.

The Somali government refused to provide support to Puntland to quell the Al-Shabaab and ISIS groups from the Bari region's mountains, where they have been based for more than 15 years. The lack of assistance comes amid a political dispute between the Federal State and central government.
