Somalia: Debate on amending the Constitution Returns to the Political Arenas

MOGADISHU, Somalia – The debate on the amendment of the Somali constitution is expected to return to the country’s political arenas, as Puntland recently requested a complete halt to the process.

The leadership of the Federal Parliament’s House of the People, according to reports, is planning to bring this controversial procedure to the table again on the upcoming Wednesday.

Sources informed Garowe Online that the Somali Presidential Palace is behind this new attempt, despite facing strong initial opposition from politicians.

“Aden Madoobe, the Speaker of the House, executing pressure from the Presidential Palace, has directed the constitutional review committee of both houses to present the disputed process in the House’s session on Wednesday. This move contradicts the recent dialogue between President Hassan and former leaders,” the sources added.

This acceleration comes at a time when Puntland’s new leadership, along with former President Faroole and former Prime Minister Sharmaake, have requested a pause in the constitution’s finalization.

In a joint statement released a day after Puntland’s presidential election on January 8, 2024, they emphasized that this proposal is grounded in the need for comprehensive consultation on this matter.

Puntland’s re-elected President, Said Abdullahi Deni, is set to be inaugurated on January 25, 2025, where various political leaders are expected to appear.

Emerging reports suggest that President Hassan Sheikh Mohamud will be among the political figures attending the inauguration and will also make a speech.

“The new directive issued by Hassan Sheikh seems to be a strategy to ensure his attendance in Garowe, having approved the process he desires to lay the groundwork for his negotiations in Garowe,” they revealed.

Regardless, there is significant anticipation surrounding the outcome of the discussions to be held in Garowe between Puntland’s leaders and Hassan Sheikh, which may introduce a new dimension to Somali politics.
