EACRF Force Commander Resigns Amid Security Threats and Frustration

GO, 29 April,2023- The Force Commander of the East African Community Regional Force (EACRF) has resigned from his position, citing an aggravated threat to his safety and a systematic plan to frustrate the efforts of the EACRF. In a letter addressed to the Secretary General of the East African Community (EAC), the Force Commander detailed the reasons behind his exit from the mission area.

The letter states that in early January 2023, foreign military contractors (mercenaries) were deployed to intimidate the Force Commander's security at his residence. These mercenaries placed monitoring devices, flew drones, and conducted physical surveillance, forcing the Force Commander to relocate.

The Secretary-General was also informed of well-orchestrated and financed negative media campaigns targeted at the Force Commander's personality and false accusations of the EACRF's complacency in handling the M23 group. These efforts were further compounded by the Democratic Republic of Congo (DRC) government's push to have the Force Commander rotated every three months, which was not part of the current mandate.

The EACRF's Facebook Account suspension indicates possible sabotage of the Regional Force's efforts. The Force Commander's letter also mentions the DRC government's failure to pay administrative costs, including Force Headquarters Offices, Staff Officer's accommodation, electricity, and civilian staff salaries as per Article 9 (c) and (d) of the Status of Force Agreement (SOFA).

In the letter, the Force Commander concludes that his security is not guaranteed within the operation area, and the ongoing frustration has rendered his mission untenable. He expresses his gratitude to the EAG Heads of State, the EAC Secretariat, and the Chiefs of the Defence Forces/Staff for the support accorded to him during his leadership as the Force Commander of the EACRF.

The resignation of the EACRF Force Commander is a significant development in the East African region's security landscape. It raises concerns about the effectiveness and safety of the regional force in the face of ongoing challenges.
