Somalia: Puntland, Federal Govt make breakthrough in talks

GAROWE, Somalia Oct 12,2014 (Garowe Online)- Two committees representing Mogadishu-based Federal Government and the northeastern state of Puntland have made major breakthrough in roundtable talks at Health ministry headquarters in the state capital of Garowe for the second day, Garowe Online reports.

Reliable sources indicate that 11 preliminary points have been  drafted by seven Federal Government delegates and eight negotiators from Puntland on Sunday evening.

Among the sticking points over the course of bilateral talks were formation of central state in central Somalia, foreign aid quota and Puntland's role in the country's loose state building process.

UN envoy to Somalia Ambassador Nicholas Kay, IGAD representative Mohamed Abdi Afey and EU Ambassador Michele Carvone d'Urso will witness the signing ceremony on Monday, sources stated.

Puntland, located in northern Somalia previously put International presence condition on talks with Mogadishu-based central government.
