Puntland, Somaliland Swap Prisoners Without Third-Party Mediation

GAROWE, Somalia — Authorities in Puntland and Somaliland on Wednesday carried out a direct prisoner exchange without third-party mediation, according to a statement from the Puntland administration.

The two sides agreed to swap 26 prisoners held in jails in the cities of Hargeisa and Garowe. The exchange marks the first of its kind in several years, with the last such arrangement taking place in 2019 following clashes in Tukaraq, about 70 kilometers from Garowe.

Puntland released 15 prisoners of war, while Somaliland released 11 in return. The detainees returned to the cities of Garowe and Hargeisa, respectively, and expressed joy at reuniting with their families.

Puntland described the agreement as a sign of mutual understanding and a shared willingness to resolve humanitarian and political issues. Puntland state said the deal could pave the way for increased cooperation in the future.

Some of the exchanged prisoners were injured during the 2023 fighting in the Sool region, with several suffering long-term disabilities as a result.

No external mediators were involved in brokering the agreement, highlighting what Puntland called "a direct commitment by both parties to address humanitarian concerns independently."
