MOGADISHU, Somalia- Somali political leaders are flocking to Mogadishu for key political talks on model for electoral transition following Kismayo deadlock, Garowe Online reports.

Jubaland President Sheikh Ahmed Mohamed Islam (Madobe) has jetted off at international airport in the southern port city of Kismayo on Monday.

Madobe told reporters shortly before takeoff that he will join other political leaders in yet another phase of National Consultative Forum (NCF) in Mogadishu.

The leadership gathering earlier in January hit a brick wall on whether Somalia should adopt more enhanced model or return to traditional 4.5 power sharing formula.

Puntland and Jubaland are insisting on transition from the controversial quota in pursuit of constituency-based endeavor. However, southern administrations including Galmudug and Southwest State administration have since been giving cold shoulder to any shift.

In a position paper, Puntland wants that Lower House be based on districts and Upper House be regions.

Puntland President Abdiweli Mohamed Ali Saturday postponed his trip to Mogadishu by a day.

On Sunday, Ali took a jab at figures he described as ‘failed politicians’ in a media briefing at newly renovated Bossaso airport.

In an interview with local FM station, former Education Minister Ali Haji Warsame hinted that Puntland is now warm to 4.5 representation.

International community members have pressured Somali leaders to expedite solution to standing differences.
