Somalia Govt, Hormuud Salaam Foundation Launch Resettlement and Skills Program for 10,000 IDPs

Mogadishu, Somalia – In a significant move to support displaced communities in Somalia, the Government of Somalia, through the Ministry of Planning, Investment and Economic Development (MoPIED), through its Department of Poverty Reduction and Durable Solutions and Hormuud Salam Foundation (HSF Somalia) announced a partnership to support 10,000 internally displaced persons (IDPs) through the National Solutions Pathways Action Plan.

The partnership, unveiled at the High-Level Multi-Stakeholder Forum in Geneva, organized by the United Nations and the Federal Government of Somalia, will provide land for resettlement, vocational training, and job opportunities to help IDPs build sustainable livelihoods.

Under this initiative, HSF Somalia will allocate designated land to facilitate resettlement while offering vocational skills programs and support employment opportunities to help IDPs integrate into the economy and enhance their quality of life. 

H.E. Mohamud A. Sheikh Farah (Beenebeene), Minister of Planning, Investment and Economic Development commended the partnership, saying, “The Hormuud Salaam Foundation’s commitment reaches beyond simply providing land. By offering skills training and jobs, they’re giving 10,000 Somalis the means to build a brighter, more stable future. I also encourage others in the private sector to follow suit for lasting IDP solutions.”

Hormuud Salaam Foundation CEO, Mr. Abdullahi Nur Osman, shared the Foundation’s commitment to empowering Somalia’s most vulnerable populations. “At Hormuud Salaam Foundation, we believe in creating opportunities that bring lasting change,” he said. “By providing land, vocational skills training, and employment pathways, we aim to help displaced families reclaim their dignity and pave their way toward self-reliance. Director of Poverty Reduction and Durable Solutions for the Ministry of Planning, Zahra Abdi stated that Somalia has developed a National Solutions Pathways Action Plan. This comprehensive action plan aims to bring 1 million displaced individuals out of displacement across the country. The multiyear action plan lays out a targeted Whole-of-Government and Whole of Society approach to delivering solutions to internal displacement in Somalia, informed

by six mutually reinforcing pathways. She emphasized that the Hormuud Salaam Foundation's donation of land for the resettlement of 10,000 IDP Families is a crucial part of implementing the Solutions Pathways Action Plan to assist one million IDPs nationwide, showcasing a scalable model for resettlement and empowerment.

The Special Advisor of the United Nations Secretary-General on Internal Displacement, Robert Piper, and the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator for Somalia, George Conway, have underscored the critical importance of Somalia’s National Solutions Pathway Action Plan.

They called on development partners, international financing institutions and the private sector to actively support the plan and to encourage alignment with a financing strategy to ensure its successful implementation. Commending the collaborative efforts between the Somali Government and the Hormuud Salaam Foundation, they applauded the landmark partnership of resettling 10,000 households on land generously contributed by Hormuud, showcasing the potential of innovative public-private partnerships in addressing displacement challenges.

The forum saw the attendance and support from international partners, including representatives from Switzerland, the United Kingdom, Türkiye, Norway, the European Union, Colombia (Co-Chair of the Group of Friends of IDPs), the United States, Sweden, Denmark, Canada (Co-Chair of the Group of Friends of IDPs), Mozambique, Ethiopia, the World Bank, the African Development Bank, and the Islamic Development Bank, applauding Somalia’s Action Plan as a key step to financing solutions for internally displaced Somalis.

The Ministry of Planning, Investment, and Economic Development, in collaboration with the Hormuud Salaam Foundation, is pioneering transformative durable solutions, fostering empowerment, self-reliance, and renewed hope for displaced individuals, while creating pathways to lasting opportunities and stability.
