JOWHAR, Somalia-Hiran delegates have reached Middle Shabelle regional capital of Jowhar on Monday after a month-long pause in state-formation endeavor, Garowe Online reports.

Jowhar Mayor AbdulkadirAbdulle Mohamed told GO that Hiran traditional and community leaders have been persuaded to attend the second phase of convention.

Mohamed added that differences of views between the clan elders of Middle Shabelle and Hiran put the push on hold.

Sides previously traded accusations over the lopsided role of Interior Minister Abdirahman Odawa in agendas.

Just a few days before Kismayo National Consultative Forum (KNCF), President Hassan Sheikh Mohamud officially opened the convention in Johwar.

Mohamud wants that prospective administration be formed before the country heads into disputed electoral process in mid-2016.

--20 suspects arrested in connection with laptop blast

Beledweyne police commander Ali DhuhAbdi said, laptop blast at entrance to airstrip in Hiran regional capital of Beledweyne led to the arrest of 20 people.

Security forces prevented further tragedies from happening after a would-be suicide bomber placed laptop bomb in luggage, Abdi unveiled.

Two other devices including a printer were cleared of explosives that would have been detonated in possible airborne operation.

In early February, a hole ripped in fuselage of Daalo Airlines plane alarmed Mogadishu-based security agencies.
