UN Briefing Reveals Tipping Point in Somalia: What's Next?
New York, October 19, 2023 - Special Representative of the UN Secretary-General, Catriona Laing, briefed the United Nations Security Council yesterday on the complex situation in Somalia. She was joined by Souef Mohamed El-Amine, the Special Representative of the Chairperson of the African Union Commission.
Laing opened her remarks by reiterating the United Nations' commitment to supporting Somalia. She aligned her statements with President Hassan Sheikh Mohamud's vision of a "Somalia at peace with itself and the world."
On political developments, Laing updated the Council on the National Consultative Council's four proposals for a future electoral system in Somalia. She stressed the need for inclusive dialogue and proper legislative processes. She also expressed concern over Puntland's absence from the NCC since January 2023 and urged both the Puntland state government and the Federal Government to engage in dialogue.
The situation in Laascaanood was another area of focus. Laing reported that although current conditions are calm, there remains the potential for renewed violence. The United Nations has been actively coordinating conflict resolution efforts in the area.
Security matters were also at the forefront, with Laing highlighting ongoing efforts against Al-Shabaab, stabilization in newly recovered areas, and the impact of the ATMIS drawdown on both the population and the UN’s ability to fulfill its mandate.
The humanitarian situation in Somalia, exacerbated by climate change, was a point of concern. Laing called for immediate and substantial funding to meet the needs of 7.6 million people. She emphasized that the 2023 Humanitarian Response Plan is currently only 39.4% funded.
Laing also touched upon the role of women in peace and security. She commended the Federal Government for approving bills aimed at protecting human rights. She urged the government to enact and implement these legislative developments without delay.
Laing praised Somalia's progress towards reaching the HIPC completion point by December. She encouraged all international partners to continue supporting Somalia in these critical times.
